Artificial intelligence is moving deeper into international-security discussions, with Chinese AI company DeepSeek expected to brief the United Nations Security Council this week alongside representatives from major U.S. artificial-intelligence companies.

The meeting, scheduled as world leaders gather in New York for the annual UN General Assembly, reflects how rapidly advanced AI has moved from a technology-sector issue into a subject of international diplomacy and security.

Reuters reported on September 22 that DeepSeek is among the Chinese AI companies invited to make statements during a Security Council meeting focused on artificial intelligence and international security.

OpenAI CEO Sam Altman is also expected to brief the meeting, while senior representatives from Anthropic are expected to participate.

DeepSeek founder Liang Wenfeng is not currently expected to attend personally, and plans for the meeting remain subject to change.

AI Has Become a Security Question

The Security Council’s involvement represents a significant shift in the way governments are discussing artificial intelligence.

Advanced AI systems are no longer viewed solely through the lens of productivity, consumer technology or software development.

Governments are increasingly examining how highly capable AI could affect cybersecurity, military systems, information environments, economic competition and other areas connected to national and international security.

This Is Not the First UN Discussion About AI

The Security Council first met specifically on the risks associated with artificial intelligence in 2023.

Since then, the capabilities of AI systems have advanced rapidly, while governments have continued debating how the technology should be developed and governed.

The current meeting therefore comes at a different technological moment from the earlier discussions.

Why DeepSeek’s Participation Matters

DeepSeek’s participation gives the meeting a direct connection to China’s rapidly expanding AI sector.

The company became internationally prominent through the development of AI models that attracted global attention for their performance and efficiency.

Its appearance alongside American AI companies creates a rare setting in which developers from different parts of the global AI ecosystem can contribute to the same international discussion.

That does not mean the companies share the same views on AI governance or risk.

In fact, differences between the United States and China over technology policy are part of the wider context surrounding the discussion.

The Debate Over AI Safety Is Intensifying

The Security Council meeting follows renewed debate among AI researchers and industry leaders about the risks posed by increasingly capable systems.

Some AI leaders have argued that governments and developers need stronger coordination as systems become more capable.

Others have emphasized the importance of continued technological development and have questioned proposals that could slow innovation.

The international debate therefore involves competing priorities: safety, innovation, economic development, national security and technological competitiveness.

Why Global Coordination Is Difficult

AI development is happening across multiple countries and companies at the same time.

That makes global governance more complicated than creating rules for a single industry operating inside one jurisdiction.

A model developed in one country can be accessed globally, while the computing infrastructure used to train advanced systems can span multiple regions.

Governments therefore face the challenge of developing common principles without eliminating the technological competition that is driving rapid progress.

What the Security Council Can Actually Do

The Security Council is primarily responsible for matters involving international peace and security. It is not a technology regulator.

Its involvement therefore does not automatically mean that a global AI law will emerge from the meeting.

Instead, the significance lies in the fact that AI is being discussed within one of the world’s highest-level international-security institutions.

The discussion can contribute to diplomatic understanding, risk assessment and future international conversations about how advanced AI should be handled.

A New Phase of the AI Debate

The DeepSeek briefing illustrates how the AI conversation is changing.

Only a few years ago, discussions about artificial intelligence were dominated by questions about productivity, chatbots and automation.

Today, increasingly capable systems are being discussed alongside cybersecurity, military risk, economic power and international stability.

The UN Security Council meeting will not resolve those questions in a single session.

But bringing leading AI developers into the same international-security conversation signals that advanced artificial intelligence is now being treated as an issue with consequences far beyond the technology industry.
